Upgrade to eslint 9

I ran into the following error when trying to install eslint-plugin-primer-react with a new react app initialized using vite.

$ npm install --save-dev eslint-plugin-primer-react

Will it be okay if we bump up the eslint dependency in eslint-plugin-primer-react from 8 to 9?
