Please publish helm charts using OCI instead of the deprecated index.yaml approach

Issue description

The current standard today is to publish the Helm charts as OCI artifacts, which allows more efficient querying and pulling of Helm charts than parsing index.yaml files. You can use any docker registry to host the published Helm charts. Please allow the modern way of consuming helm charts.
