Dashed admin and railway lines over roads

We currently paint dashed admin and dashed railway lines over roads. As a side effect, roads sometimes get weaker. Should it maybe be the other way round, i.e., roads on top of dashed railway/admin lines?

Generally admin works better under roads (even if white and solid, especially if grey and noisy dashes).

Rail should generally be above roads at highest zooms and per real world z-stacking. But at mid zooms probably under roads.
