Clean up the forsythia upgrades (including upgrade-specific functions) and create the geranium-rc1 and geranium upgrades.
Both should do the standard set of operations.
The geranium upgrade should also add pb1v5cdk7pt6l7f2lete654kvkk3qhzq0nsk35dw0 to the list of accounts allowed to update the flatfees conversion factor. The geranium-rc1 upgrade should NOT do this, only geranium.
