Remove manual account creation from admin portal

When the system was converted to use the "SharedAuth" project for account login and user registration, a bug was introduced to the Admin Portal.
The issue resided in the fact that the Shared Auth code requires some services configurations which are actually performed by the admin portal, therefore, the admin portal account creation must not depend on those configurations.
We probably need to create some separate user registration services for the admin portal.
