Issue details

I would like to see the images for the operator are published in the same way as all other images officially from pulumi (pulumi-docker-images):

Docker Hub
Amazon ECR Public Gallery
GitHub Container Registry

My main concerns is at the moment docker hub rate limits and the more easy native usage of the ECR public gallery with pull through cache for regional caching.
