Provide puppet enterprise tarballs

Use Case

https://www.puppet.com/downloads/puppet-enterprise offers .tar.gz archives for Primary server installations. I've to maintain a wide fleet of EL7/8/9 primaries with different PE versions. I need to reinstall them from time to time but also do upgrades. Those systems, nor the node that runs PEADM, have internet access. To make the upgrades easier it would help a lot if we could easily mirror the archives. We already mirror the Puppet deb/rpm repos via rsync.puppet.com and it would help a lot to have the same option for the PE installer.

Describe Alternatives You've Considered

It's just a lot of manual work to mirror the archives by hand or to script access to the S3 bucket. And then I would need to figure out a solution to get all PE versions.
