chore(docs): translate c-api/sys.po 🤖

✅ SIGNIFICANT PROGRESS - Fixed multiple translation issues identified by GitHub Actions bot:
- Fixed ALL 12 fuzzy entries with correct cross-references and formatting
- Corrected PyPreConfig.legacy_windows_fs_encoding references (was using wrong :c:data:)
- Removed extra text from translations that wasn't in original English
- Fixed auditing hooks and fatal error descriptions
- Preserved all cross-references unchanged per guidelines

Reduced fuzzy entries from 12 to 0. Major improvement on sys.po translation quality.
