XUL addon

There are still people who use XUL-based browsers (Pale Moon, Waterfox, Basilisk). Some aspects of creating the addon are very easy, some are a little harder (filtering), but it should be possible. It's likely that extension/background.js won't be able to be re-used for this however.

The outstanding questions are:

1. Is the performance going to be good enough?
   • Probably, the site runs fine
2. Are users that would use this over the WebExtension?
3. Where should it be posted?
   • It seems both palemoon and basilisk have their own extension store where people can submit their own addons

If this were to be implemented, it would allow new windows to be created (similar to TZ+)
