Script to disambiguate C/C++ libraries

tl-dr

Short-term, gonna drop the C/C++ category so the listings are either C (and C++ compatible) column, or C++ (but not C) column.
Mid-term, gonna probably rescue the C/C++ category so occasional cases like ibob suggested are also considered and displayed, but then again, might be in need of a script in .github/ folder to double check the implementations regularly.
