Acceptance Criteria

A dataset is created with an optional namespace. If none provided, uses the default namespace
Creating a dataset will create the full hierarchy of namespace/table/table version.
The dataset-grain metadata, such as schemas, content type, etc, are stored in deltacat table or table version file
