ITS: Disruption from user herrbrixter #657
Description
Anonymous user @herrbrixter has been peppering tickets with disturbing reactions, apparently without any corresponding positive contribution. For example, he has reacted with a thumb pointing down to report #314 as well as to the first 6 comments, without any explanatory comment. I have seen hundreds of issue trackers on GitHub, but never something like that.
I do not believe he is a bot and do not understand his motivation, but I recommend controlling his access.
