[FEATURE] Create public user profiles

**Problem Statement**
We want to expose the creator behind an agent. This is currently cosmetic with a "developed by" tagline on the agent profile

Related to #878 and user + agent "handles"

**Proposed Solution**
- Create new user profile page
- Create new public `/users` endpoint

**Impact**
The community wants to research the developers behind the agent

**Priority**
Medium
