Add section about governance

Ahead of the third Scientific standards committee meeting need to add a section to the website about governance of the GET.

In that section I would include:

• Brief description of the scientific committee
• List of members of the committee
• Links to relevant documents (TOR and nomination process)
• Register of proposed adjustments and outcomes with link to feedback form.
