Css link is loaded twice when I use useFetcher

I have three css links introduced in root.tsx

import {cssBundleHref} from '@remix-run/css-bundle';
import iconfontCss from './styles/iconfont/iconfont.css'
import globalCss from './styles/global.css'

export const links = () => {
  return [
    {
      rel: "stylesheet",
      href: iconfontCss,
    },
    {
      rel: "stylesheet",
      href: globalCss,
    },
    ...(cssBundleHref ? [{ rel: "stylesheet", href: cssBundleHref }] : []),
  
  ];
};

But when I use useFetcher request resource routing, these css links are loaded again.

 }

/*routes/apis_.user.login.tsx*/

export async function action({}:ActionArgs){
    return await new Promise((resolve,reject)=>{
        setTimeout(() => {
            resolve("login success");
        }, 3000);
    })
}

When I try to visit,the css link load again after apis.user.login source api:

Then I remove apis.user.login request,css load just one time.

I'm a beginner of remix. I want to ask how to remove the second css load.
