Need inform user to open index.html with local server #2511

What problem(s) did you run into that caused you to request additional documentation? What, if any, existing documentation relates to this proposal?
In ug, it just says open index.html with a browser. But if directly open the html file it will render as empty file. See #975 (Note that the path in browser start with File://)
The correct way is open as http://localhost:.../...
What would you like added or modified in the documentation?
Ask user to open the local server first instead of directly open the index.html.
