Cross-refs to unnumbered documents broken in Quarto : quarto-dev/quarto-cli#5946

We merged a PR to remove our cross-refs between prefaces.

However, maybe Quarto will fix these references - see : quarto-dev/quarto-cli#5946 and quarto-dev/quarto-cli#4944 .

Consider reverting #88 if so.

I notice there has been no change on the Quarto refs, and following the policy at #147 - let us assume no further interaction with Quarto, and forget about these.
