A progress meter would be a widget that receives numbers via its update method and translates those numbers into a progress display. The maximum and minimum values should be configurable, probably defaulting to 1.0 and 0.0 respectively, and since there are myriad ways in which progress meters can be visualized, the widget would ideally be configured with a user 'draw' method, and a number of common draw procedures would be provided stock by the program, including basic rectangle, icon-set, transparent icon with rectangle background, and textual (for that oldskool look or using font glyphs for progress states).
