fix(ci): drop cross, use native ARM64 runner for linux-arm64

boring-sys2 cross-compilation in Docker is unreliable. Switched to:
- ubuntu-24.04-arm native runner for linux-arm64
- Removed cross tool and Dockerfile dependency
- All 6 targets now build natively
