Associated user actions require policy, even when “Require Policy for Decisions” is off

What happened

I was demoing Coop and was showing how you can perform actions on the associated user of a reported item; however, I noticed I must choose a policy before I can perform the action, which was surprising since “Require Policy for Decisions” is toggled off in Settings.
