[roottest] The stlNoLib test crashes when reading a tree without a dictionary

Description

The test was ported from Makefile to CMake in 1795466. At this time, it was already failing.

I looked in JIRA for a corresponding issue, but didn't find one. The test seems to have been disabled in 2004 (root-project/roottest@7bda52f).

In #20832, the compilation of the test was fixed (it can break silently because it has a WILLFAIL flag), and now it is back to crashing when reading a tree.
