Add celebration popup with confetti after action submission

[Copilot]

Replaces immediate redirect with celebration dialog showing shrimp impact. Users now see confetti animation and "YOU JUST HELPED XX SHRIMP! 🦐🎉" before continuing to dashboard.

Backend Changes

• ActionController: Return structured flash message ['message' => ..., 'shrimp_helped' => packages * 34] instead of string

Frontend Changes

• CelebrationDialog component: Modal with canvas-confetti animation (3s, dual sources) triggered on flash message detection
• Create action page: Consumes flash.success to render dialog before redirect

Tests

• Verified flash message structure and shrimp calculation
• Validated photo upload integration maintains celebration flow
