support non-github git hosting services

I think it would be useful to also check other git hosting services such as gitlab, bitbucket, sourceforge, repo.or.cz, and others.

this would mean slowing crater down somewhat, but would also allow more thorough testing.

I think this would need to be addressed in https://github.com/rust-lang/rust-repos/ and there are already issues for gitlab and bitbucket scraping

So I have an in-progress PR for this rust-lang/rust-repos#124 and generate the csv. It's probably about 90% there just needs some reviewer eyes on it for any design decisions and to be integrated properly into the normal running.
