Update the deploy/publish workflow

The deploy/publish workflow needs updating. In particular:

• Invite rust-lang-owner to all the crates
• Need to generate a new crates.io token
• Update the workflow to publish all of the crates
• Test the workflow to make sure it works
• Figure out the version bump procedure (consider some tooling to make it easier)
• Document version bump procedure in CONTRIBUTING.md
• Consider updating the workflow to support triggers on branches (if we have a 0.4 branch)
