Region and type checks are mangled.

Basically, the regions test has some examples for things that behave incorrectly. We can't fix this in user code, so we depend on changes in the compiler.

This is especially problematic with such code as

pub fn efg(_: &str) { }

pub fn fgh(_: &'static str) { }V

pub fn efg(_: &'static str) { }

pub fn fgh(_: &str) { }V
