Disable/Enable scrolling on the fly

Hi,
I have nested windows it works fine but I also have a combobox and when the combobox is open then user can scroll and it looks so weird as combobox moves along. So when combobox is open I want to disable it and I tried using binding property but seems like it is not working on the fly.

So is there anyway to enable/disable enhanced scrolling ?
