Notify pending student of drop

Dependent on #174. When a drop happens and a new student project is added, send that student either an email, text, or slack notification that their project has been added. Maybe a GitHub notification of some sort since that's the info we have for them? Otherwise need to add a column to the DB to capture a way to notify them. We could tweet at them if we have to.
