Update the Endpoints for Moderator/Admin Matches to support Unlicensed Music

We need to update the existing routes to allow moderators/admins to match unlicensed music with project scenes. However, we should skip the approval stage for these matches (only need the approval stage for licensed music matches).

We might add the approval stage later down the road but don't worry about it right now.
