API Health check endpoint: Frontend

#710 Implements an API Health check endpoint on the BE. This ticket is to implement it on the FE.
This ticket requires a little research to understand how we can utilise the health check endpoint, so make sure we do some research before finding a solution to this ticket.

Some things I am thinking about:

• Have some sort of small indication, like a small green dot in the header bar if the health check is successful
• Show some form of indication to let users know that our BE is down/Search is down.
