Designs not yet complete! Need to update at end of 11/24 GM

Add a button next to the / that when clicked would redirect users to the Subscriptions page (https://searchneu.com/subscriptions)

should be added to menu on both the home and results pages

This never seemed to make it to prod? I see the PR got merged into staging so just checking what is blocking
