documentation should explain how the IP address is detected

According to https://docs.sandstorm.io/en/latest/administering/sandcats/#features, IP address updates happen every 60 seconds. But which address is used? Someone on IRC was trying to get this to work, and it didn't seem to be BIND_IP.

It's just a UDP packet, so it'd be whatever your public address is. Probably this ends up being whatever your router's address is (since the server's address will get NATted).
