User story
As a Scientist (Nicholas R) I would like a Limber pipeline create for '16S RNA' sequencing so that we can move to production.

Who is the nominated tester for UAT
Technical Expert: Nicholas R

Acceptance criteria
Consider if these features can be featured flagged to decouple testing and deployment.

To be considered successful the solution must allow:

A new pipeline, name to be confirmed with plate purpose and config in Limber.
Integration Test Suite setup to test the pipeline.
