As a TL (Tom) I would like to improve the performance to the sample level tracking query so that we can add additional features and reduce load.

Blocked by #46
Any performance gains from implementing Y25-122 may require changes in the sample_tracking_view in order for it to benefit. This story is to capture and implement those.
