Windows library investigation

Currently, the Interpreter component is required on Windows, since we can't always find the Python library location. If we reported that correctly in more cases, it might be avoidable, which would be advantageous for cross-compiling. I'm not going to hold up a patch release (much) longer for this, but I'd like to explore it further. It seems to happen in cibuildwheel on GHA, it seems.
