chore(deps): update dependency eslint to v9

Also remove eslint@^8 plugins/helpers.
This commit by itself will break linting!
Followup needed:
- Upgrade to eslint@^9-compatible version of eslint-config-scratch
- Migrate config files
- Maybe fix some legacy linting rules
