Description

Post implementation of the update all functionality for Scribe data downloads we realized that the design wasn't suitable for the kind of interaction that was intended. We'd like the "update all" functionality to be one directional: clicking it triggers the other download buttons, but these buttons have no effect on it. This is best done through a link at the top of the UI. See the new designs on Figma for how it should look.
