"Disable 3D APIs" quick toggle #841

Many websites do not require WebGL for actual functionality but use it regardless for decoration or tracking. Since disabling WebGL is a security improvement, it is ideal for it to be disabled at all times. However, a number of sites/web apps do genuinely require it to function, but it is rather uncomfortable to have to globally reduce browser security by enabling WebGL just for the required use of one or two sites.

It would therefore be very useful to have a quick toggle for the 3D APIs setting just as for website dark mode that can be pinned to the toolbar for convenient switching, especially since the two settings are similar in the way they do not require a browser restart.

In a perfect world, this would be a per-website toggle like JS or permissions of course, but I imagine that would be too much effort to be a realistic ask.
