Admin-configurable announcement banner / popup for server messages

I’d like to suggest adding an admin-configurable announcement system to Seerr.

The basic idea would be to let admins display a short message to users either as a banner at the top of the Seerr UI, as a popup/modal when the page loads, or both.

This would be useful for things like server announcements, maintenance windows, outages, temporary request rule changes, library changes, migrations, or anything else users should know about before submitting requests.

Use cases

A few examples:

• “Server maintenance tonight from 10 PM to midnight.”
• “Requests are temporarily paused while storage is being upgraded.”
• “4K requests are currently disabled.”
• “New request rules are in effect.”
• “Plex/Jellyfin/Emby is currently having issues.”

Suggested feature set

In the admin settings, there could be a new Announcements section with options like:

• Enable/disable announcement

• Announcement title

• Announcement message/body

• Display mode:

  • Top banner only
  • Popup/modal on page load only
  • Banner + popup

• Banner style/color

• Dismiss behavior:

  • Persistent message that users cannot dismiss
  • Dismissible message with an “X”

• Optional expiration date/time so the announcement automatically disappears

• Preview button so admins can see what users will see

If there’s interest in this feature, I think it would be worth building. I’d love to hear thoughts, suggestions, or better ways to approach it.
