Implement support for Matrix Home Servers as a notification destination

Description

With a lot of Discords recent verification requirements, more and more people are moving to Matrix as a replacement for Discord. Being able to sent Seerr alerts to my Matrix server would help streamline my integrations. You can already do this with Jellyfin via a plugin, which also ties in Radarr and Sonarr. So as of right now I just need Seerr support.

Desired Behavior

Implement the ability to natively send notifications to a Matrix Home Server.
