Remove client/server code for deprecated `GET validator/blinded_blocks` endpoint

@ethDreamer Noticed that we still have implementations of this deprecated API endpoint:

We can safely delete these now that Electra has shipped on mainnet and nobody is using them.

@michaelsproul I can see that there are many tests that use the get_validator_blinded_blocks() function in beacon_node/http_api/tests/tests.rs. If we remove the get_validator_blinded_blocks() function from

lighthouse/common/eth2/src/lib.rs

those tests will throw an error. is there any workaround to this?

@PoulavBhowmick03 We can remove those tests, if they are just testing the blinded endpoint. If they are testing something more interesting we can replace them by calls to the newer GET /eth/v3/validator/blocks
