Restrict to Users / Groups in Workflow Definition not working

To replicate:

• Create a new workflow from template (see screenshot)
• Edit workflow and restrict to a group (e.g. Content Authors) - I've also restricted to user "Author 1" which is from the group Content Authors to see if that works but unfortunately it didn't
• Apply "Review content and approve" workflow to Homepage
• In a separate browser, log in as a member (e.g. Member 1 has edit page permission) from another group (not Content Authors)
• Edit Homepage

Outcome:
Member 1 can see the workflow when editing Homepage. Apply for approval button and Settings > Workflow tab are displayed.
Expected:
Member 1 should not see the workflow on Homepage. Workflow restrictions should only apply to Content Authors group members

@lhalaa Check this commit... I think I might be addressing the same issue?
