"Could not add/merge sig" error after da_sigshares_N db rotation

Describe the bug
Every database on Schain is rotating over some usage (except state DB and filestorage)
Data from the rotated DB will be lost forever, and

Preconditions
Active schain 2 nodes with BITE

Versions
5.1.0-develop.36-bite

To Reproduce

1. Set da_sigshares_N db size several KBs to fit only 1 sighsaher per db
2. Run block mining with Bite (without transactions)
3. Wait for skaled stuck on one of the nodes

Expected behavior
Skaled should be able to handle inaccessible signatures in da_sigshares_N without getting stuck or failing

Actual state
Skaled with "Could not add/merge sig" error stops producing blocks, but admin checks the inaccessible RPC endpoint and restarts skaled.
