When investigating #5017, we found that the EC2 instance is still reported as RUNNING in AWS API but actually hung and was unreachable. sky will assume the instance is available in this case and sky start will hang on SSH connection.

We should consider introducing some health check mechanisms to reflect the VM state more accurately.
