ci should check that swift / kotlin bindings are up-to-date

just noticed a pr that had a lot of un-related generated code in it b/c previous prs didn't re-generate the bindings

we could also start treating the bindings as build artifacts and not even check them in?

I think swift is already gitignored, I believe we could do the same for kotlin
