Add support for Micas BMC M2-W6950-128OC platform

How I did it
Make changes to platform and devices to support new platform.
How to verify it
Generate the standard sonic-aspeed-arm64.bin build in accordance with the framework adaptation requirements, deploy the built firmware onto MicasBMC M2-W6950-128OC hardware, execute basic SONiC CLI commands, and complete firmware upgrade and downgrade verification tests.
