After paying with Apple Pay, credit cards add/select form might not be visible

User by default has 3 options to pay for products: Credit Card, Check, and Apple Pay.
However, if a user will pay with a credit card first, he will not be able to pay by Apple Pay (if the first order was paid by credit card).

Expected Behavior
Users should be able to pay with Apple Pay regardless if Credit Card has used before or not.

Actual Behavior
If a Credit card was used before Apple Pay, it will not be possible to pay with Apple Pay.

Steps to Reproduce

1. Create a new account
2. Log in
3. Add any products to cart and move to payment step of the Checkout
4. Select Credit Card and add a card
5. Complete order
6. Log in on a device that does allow for Apple Pay payments
7. Repeat step 3
8. Select Apple Pay
9. Proceed
10. Notice issue
