create a single-source-of-truth definition for a Cirrus process payload

The payload definition exists in a number of different places and is somewhat inconsistent.  Add a single-source-of-truth payload section to the [stac-task docs](https://stac-task.readthedocs.io/en/latest/index.html); adjust other docs accordingly so that they reference that section (rather than providing another comprehensive definition).
