[Clarity-5] Add NIST tests for updated `secp256r1-verify?`

In clarity/src/vm/tests/crypto.rs (after #6763) merges, there is a TODO with tests that need to be enabled to properly test the Clarity-5 implementation of secp256r1-verify? against the NIST vectors. Once Clarity 5 is defined, these tests need to be enabled.
