[Messaging] Inconsistent navigation to Members page (button & swipe) #19065

Description
In group chats and community channels, opening the Members page is unreliable. Tapping the Members button or swiping to the members view sometimes works, sometimes does nothing.
Impact: Users can’t reliably access participant lists.
Steps to Reproduce:
- Open a group chat or community channel.
- Try both entry points:
- Tap the Members button in the header.
- Swipe to the members page (rigth pager gesture).
- Observe: navigation intermittently works or not.
Expected:
- Tapping Members or swiping always navigates to the Members page for the current chat/channel.
- Transition feels smooth; back gesture returns reliably.
Actual:
- Action intermittently ignored.
