Description

管理员显示了编辑按钮（包括行记录下拉菜单和附件记录详细页面），普通用户没显示（包括行记录下拉菜单和附件记录详细页面），应该统一
这不是权限问题造成的，而且记录也没有locked。

Steps To Reproduce 重现步骤

新建一个对象，并启用附件功能（勾选允许上传附件）
管理员用户进入该对象列表，新建一条记录
在刚新建的记录详细页面可以看到附件子表行下拉菜单中有编辑按钮
普通用户进入该对象列表，新建一条记录
在刚新建的记录详细页面可以看到附件子表行下拉菜单中没有编辑按钮
